You have to follow the procedure and have to make habit of approaching multiple directory submission, Guest posting, Blog submitting sites frequently and if you get a backlink from them then still it will take some time to get ranked on search engine. So I suggest you research for high DA website's and start approaching them for a quality backlink.

@BeriCollection What I did was asked ChatGPT to create a Python script that would search Google Custom Search Engine and my ApI for Google Search in Google Cloud for urls containing services from my services list, + city locations from my locations list. i pulled a lot of local prospects for tier 1 links that way. Other than that, have you tried Moz Local? If you have a local business, that's a great way to get 30+ of them really fast.
