Top 20 sites for backlinking

My security jobs website was doing very well in Search engines until the penguin got hold of me. I don't profess to be at pro at SEO however seem to have a knack of getting sites to rank well. I think I made some basic mistakes with the original security jobs website, to many links to soon, so I have started again and will build up slowly the backlinks quality rather than quantity this time. My questions is what are the top 20 or so sites that are good to backlink from?

FYI, your keyword targeted link is a nofollow link, as are all hyperlinks in Q&A and blog comments on SEOmoz.

Think of it this way, strike up real relationships with people so that if a new update hits and all of your work is undone (doubtful) again you"ll have people who are in the same boat and will be there to work with you.
Major PR website's were devalued by Penguin anyway.

"Top 20 sites" is a false dichotomy. Top 20 sites is not the "best of the best" but rather, what is best for you, in your location, in your industry.
So how would you go about link building in this way?
- Personally I would start blogging about the sate of security jobs in the UK.
- In order to obtain links, find security sites that have a blog in your industry, but who aren't direct competitors. and get to know the site's owner.
- After becoming chums, ask them if you can do a blog post on their site. In the blog post mention a couple of things visitors may want to check out on your site to help them, and link to those things.
That's pretty much it. content marketing is the thing. Add value and be an authority in your industry, so that when Google slaps down another penalty you'll be the one rising to the top, not getting penalized for "artificial" links.

Are Sidebar Backlinks worth for SEO?
Hello! Let's use the following example: I have a blog (let's call it Blog A) and I find another blog in the same niche (this will be Blog B) that has higher DA and PA than mine. Will Google penalize me if the Blog B puts a link to my blog in their sidebar? Remember, the Blog A and Blog B are from the same niche. I ask this because Google says that links on sidebars appears in every page and in some pages the link may be useless. But if both blogs are from the same niche, there won't be pages where the links will be from different themes and with less relevance. So, is my thought correct: we can use sidebar links without caring about penalization ONLY if the blogs are from the same niche? Thanks in advance!

Backlinks from non-relevant site
There's a forum I used to participate in that allows you to include a link to your website in your signature block. I have over 500 posts in the forum so that provides a lot of backlinks to my website. However, I recently decided to remove my website link from my signature for two reasons: The forum is 95-99% dead. Hardly anyone uses it anymore. BTW, the website that houses the forum is still popular within is niche (articles, etc). Just the forum appears to be dead. The website and its forum really have no connection whatsoever to my business. I'm in a completely different niche. However, I have no idea if I've made the right decision. Will removing my signature and the backlinks hurt my site? Or will it help it since the other site really isn't related to mine? Thanks for any thoughts on this!

What is the best pinging service for my backlinks?
I am looking for a good pinging service that indexes my backlinks fast. After doing some research I found linklicious, backlinksindexer and pingfarm among others. My quesiton: do those services still work and if yes, which one is the best one out there at the moment. Thanks for the help.

Press Release Sites for Backlinks
OK, I read a previous thread about whether people found press release sites useful (specifically I am considering a reputable pay for release service). I understand the knock on press releases in this digital age (namely that no one reads them and arguably never did . . . ), but I was interested in moving the discussion in a different direction . . . Do press releases services really help a sites performance based on increased backlinking? Is there a SEO benefit to PR services? My company is a local print company. I've done quite a bit of research on my local competitors, and specifically for a couple products we would like to dominate. The good news is that it looks like the hurdle would not be terribly high to really take over the web presence with a well planned and executed website/SEO campaign. My inclination is that for a relatively small company like mine (dealing with relatively small competitors) it WOULD benefit me to pay for the sheer number of backlinks a PR program would generate. The monthly cost is frankly about the same as the cost of this site, which OF COURSE I get value from (hey moderator, how about a couple extra MOZ points for that one!) Specifically, I am looking at this for myself, but feel free to expand the question to the broader topic.

Which Directory Sites to Choose?
Hi All I am a newbie to SEO and have a quick Q. Assuming that appropriate steps would be to; a) Ensure all onsite matters are are correct, title tags, meta descriptions, redirects, canonical issues. b) Submit to Directories c) Build Links I am approaching step b) Which Directories are worth submitting to? For those which require payment, how can I decide which are value for money or should I just use SEOMOZ list of links and assume that theyre worth the $50 - $100 if my higher ranking competitors have links from these directories. Are press release sites useful?
Many of my clients release newsletters and other peices of content qualify as press releases. I have been wondering if people find that the press release sites such as PRleap or PRweb are useful and worthwhile? If so, which do you feel is the best? Is there any research on this? I am planning to record my results from these sites and perhaps make a Youmoz post in the future.
