Does omitted results shown by Google always mean that website has duplicate content?

Google search results for a particular query was appearing in top 10 results but now the page appears but only after clicking on the " omitted results by google."
My website lists different businesses in a particular locality and sometimes results for different localities are same because we show results from nearby area if number of businesses in that locality (search by users) are less then 15.
Will this be considered as "duplicate content"? If yes then what steps can be taken to resolve this issue?

It might go to supplemental index when:
- Content is not unique.
- No content at all or with very little content.
- You have pages, not determined to have content initially, such as sitemap, contact, Terms and Conditions, etc.
- Pages that don’t have titles/meta descriptions or have duplicate ones.

Yes - any URLs that are different are different in Google's eyes, unless the modifier is a # symbol.
So if you have www.example.com/key#value12345 and www.example.com/key#valuexyzabc, then Google sees these as the same, i.e. www.example.com/key. They will ignore everything after the # character.
All other query strings, etc., mean that the URL has changed and if the pages on those URLs are the same, it's duplicate content.

1. www.example.com/key=value1& key2=value2
2. www.example.com/key2=value2 & key=value1

I found that a few of these urls were not crawled by Googlebot for a month or so. Now when i checked the last crawled status using "cache:", i found out that these pages were crawled again only recently and probably that is why it is back in top 10 results (main index).
I have one question: When does an url go into "Supplemental Index" ?

This sounds like removal due to duplication rather than DMCA - the omission is usually noted as being because of DMCA notices if they are the reason, e.g. http://img.labnol.org/images/2008/07/googlesearchdmcacomplaint.png
Google likely sees these as duplicates, or near-dupes, as David has said,

OP, it does sound like you have duplicate content issues. See what you can do to make those omitted pages more unique.

It's most likely because some one would have put a DMCA takedown on that Google search result. jump in to your Google WebMasterTools account and you should see some notification from Google about it.

Ranking For Synonyms Without Creating Duplicate Content.
We have 2 keywords that are synonyms we really need to rank for as they are pretty much interchangeable terms. We will refer to the terms as Synonym A and Synonym B. Our site ranks very well for Synonym A but not for Synonym B. Both of these terms carry the same meaning, but the search results are very different. We actively optimize for Synonym A because it has the higher search volume of the 2 terms. We had hoped that Synonym B would get similar rankings due to the fact that the terms are so similar, but that did not pan out for us. We have lots of content that uses Synonym A predominantly and some that uses Synonym B. We know that good content around Synonym B would help, but we fear that it may be seen as duplicate if we create a piece that’s “Top 10 Synonym B” because we already have that piece for Synonym A. We also don’t want to make too many changes to our existing content in fear we may lose our great ranking for Synonym A. Has anyone run into this issue before, or does anyone have any ideas of things we can do to increase our position for Synonym B?

My Website No Longer Appears in Mobile Google Search but Does in Desktop...Why Is This?

Will Parked Domain hurt My SEO as Duplicate Content?
Hello, I have one website (Migration Lawyers) and I have an extra 8 domains Parked so they are basically cloning the content of the site. so if the main site is: migrationlawyers.co.za and I have an addon domain migration-lawyers.com is that good or bad? is there a proper way to redirect the sites, will redirecting (301) subdomains be more effective? Why has my homepage been replaced in Google by my Facebook page?
Hi. I was wondering if others have had this happen to them. Lately, I've noticed that on a couple of my sites the homepage no longer appears in the Google SERP. Instead, a Facebook page I've created appears in the position the homepage used to get. My subpages still get listed in Google--just not the homepage. Obviously, I'd prefer that both the homepage and Facebook page appear. Any thoughts on what's going on? Thanks for your help!

How do I get the expanded results in a Google search?
I notice for certain site (ex: mint.com) that when I search, the top result has a very detailed view with options to click to different subsections of the site. However for my site, even though we're consistently the top result for our branded terms, the result is still only a single line item. How do I adjust this?
