URL shortener and backlinks

Are there any SEO benefits drawn from creating backlinks with Google url shortener service(especially for the very deep links) or for the do-follow link juice I have to use a complete address?

so for what i sean short links are use fore social media, for instance i have a kids shoes and cloth store and use facebook to get in contact with coustumers and use bit.ly for my blog post where I share tips for parents

A big drawback for using Google URL Shortener for anything is that it is not private. Simply add '.info' to the end of the goo.gl url and you ahve all the juicy data you need.

It would be better to use the complete address for the following reasons:
(1) This can be cited across other websites, which can help your site build more links
(2) Depending on the URL shortner service (in this instance Google does), does/doesnot contain a 301 redirect, which means either way you would be loosing some link juice value you would have otherwise received for a page.

Backlinks and SPAM
I was doing some back link review of competitors and I have noticed that many of our competition have 300+ do follow back links from Justia.com and an additional 300+ do follow links from law.cornell.edu (they share the same database). The links on Justia are from different pages and they are all going to the root of our competitors site. So the questions are as follows; 1: For the purpose of SEO is this considered SPAM 2: If not SPAM, then does it have a positive effect on the competitions website and should I attempt to emulate for my client. Don't know if this has been answered in another post, but what happens to backlinks that requires users to subscribe and/or pay to view the content with the backlink on it?

Backlinks through dofollow commenting
I'm interested in building backlinks to my photography business site by leaving good, engaging comments on other photographers' DoFollow blogs. Is this a good idea? Is it worth the effort? Through a little research, I've managed to locate more than 40 dofollow photographer blogs that have a domain authority of 35+. The idea is to take an hour or so a week to leave 10-20 comments on their blog posts. Would you consider this a good strategy? I rank on the first and second page of most of my keywords that I'm working on, but I want to rank 1st or 2nd on them. I used the keyword finder tool on google adwords to find the keywords that are the most searched for in my area. Surprisingly the competition is not large, so I'm fairly comfident I can get there. I've already optimized my site substantially and I'm looking into link building. Thoughts?

How important is the originating country of backlinks?
How important is it that you gain backlinks from websites in the same country you're targeting? Scenario: You have a website targeting users in Japan. How important is it that backlinks to your website are from Japanese websites? Do you need a majority of links from Japanese websites to rank well, or will you do OK with 25% Japanese links and 75% links from other countries? According to Majestic, sites for popular Japanese brands like tsutaya.co.jp and seiyu.co.jp get more links from US sites than from Japanese sites.

Should I Use a Backlink Plugin
One of my clients recently asked me if he should use a Wordpress plugin to create backlinks to his website. He mentioned WP-Syndicator as an example. I just redesigned his website and I'd like to ensure that he gets a bit more traffic than he was before. Should I suggest that he purchase/use a Wordpress backlink plugin? Where I can find a backlink community exchange?
I know is difficult but it's worth to try. I am looking for a community eager to exchange links. I am in the venue rent for weeding and conferences in London and I would be delighted to find other people to exchange the links. At the moment my page is PR4 I have seen communities for games where they exchange anything, why don't link exchange!!!!
