HTML entity characters in meta descriptions

Is it okay to leave HTML entity characters, such as " in meta descriptions? Will search engines translate these appropriately?

I've been told that Google is "familiar" with character escaping and will interpret the description correctly. Is there a way to confirm this?
We're programmatically populating meta descriptions for one of our applications and having trouble converting the HTML entity characters.

Hey there! Meta descriptions support non-encoded characters, and search engines will display these characters correctly in SERPs; you don't need to use " to represent " in meta descriptions. You'll see an example of this for the w3 result in this SERP, where you see the " as well as " in its meta description.
Since you're writing meta descriptions for users, and not search engine crawlers, I would recommend you find + replace these characters with their reader-friendly version. Search engines will present the characters you've inserted into your meta descriptions, which may negatively impact users' abilities to read your meta descriptions (and be less likely to click on your results in search).

Problems with Meta Title on Bing
On the Bing search engine, it isn't showing the actual meta title we have for a website. It's showing something different. However, the correct meta title is showing on the Google search engine. Has anyone had the same issue? Has anyone been able to fix this issue? Thanks for your help!

For an image which is in the CSS and not the HTML, can you add an alt tag?
I would like to improve SEO on a page with three big images, which are currently hosted in the CSS. The sample I am working with is at http://xquisitevents.com/about-us/ and I put my cursor over the big picture of the wedding dress with bouquet, I inspected the element and saw this code in a div tag: #upperleft { background-image:url(images/AboutTopLeft.jpg); Can I add an alt tag to the CSS somehow, or can I have it added to the HTML? How do you mark a quote HTML wise?
Hi, As far as I know, in the past Italic was used to emphasize (similar use to Bold). Now I've seen people use Italic for quotations. Is that the correct thing to do for an entire paragraph or is it a problem for Google wise? Thanks
