Can we change Title and/or Descriptions Dynamically Based on Search Query

If I recall we used to be able to change our title attributes tag dynamically based on the search query but not sure if it's possible now or if it makes sense to do so.
Thoughts?

Google will do this somewhat in the search but I wouldn't do it on your site. You won't be telling Google what the page is about, you'll be asking Google what the page should be about. That's a very weak position to come at things from.
With the very little amount that Google actually passes you the search query, it's probably not very useful to attempt to implement this on pages.
On your Adwords, for sure. But not on your actual website, imho.

Ranking dropped after change single page url, should I change it back?
I was making updates to the content on the following page, and a few days later dropped from #2 SERP ranking to 50+. Things I checked: Yes, 301 redirect was implemented right away. After publishing, I manually requested indexing in search console. Right after publishing I re-submitted the sitemap manually and Google said they had not crawled it in 9 days. I would like to know what your opinion would be regarding the business name displayed in the meta description. Page Title in Local SEO Title Tags?
Hi All, Still working on my title tag usage for local SEO, and I was hoping for some more feedback. My question is this: In Local SEO titles, I'm using location + keyword combinations, unique on each page. However, since each page has a specific title for the client, I figure I should be placing that at the front. My thought here was that this helps with the overall usability to the reader of the website. Ex. Contact Us page for Pizza shop Contact Us | Springfield IN Gourmet Pizza | Moe's Italian Pizza Anyone have thoughts on this one? Thank you!

I know that creating original product descriptions is best practices. What I don't understand is how other sites are able to generate significant traffic while still using duplicate product descriptions on all product pages. How are they not being penalized by Google?

Google Page Rank of my site has dropped from 4/10 to 3/10
Google Page rank of my website has been dropped after Panda Update. Can anyone help me out to tell me the possible reasons about the same. We have tried to make our website more lively and user friendly. We have indulged some graphics to make it more attractive.
