Changed all external links to 'NoFollow' to fix manual action penalty. How do we get back?

I have a blog that received a Webmaster Tools message about a guidelines violation because of "unnatural outbound links" back in August. We added a plugin to make all external links 'NoFollow' links and Google removed the penalty fairly quickly.
My question, how do we start changing links to 'follow' again? Or at least being able to add 'follow' links in posts going forward? I'm confused by the penalty because the blog has literally never done anything SEO-related, they have done everything via social and email. I only started working with them recently to help with their organic presence. We don't want them to hurt themselves at all, but 'follow' links are more NATURAL than having everything as 'NoFollow' links, and it helps with their own SEO by having clean external 'follow' links. Not sure if there is a perfect answer to this question because it is Google we're dealing with here, but I'm hoping someone else has some tips that I may not have thought about.

I would probably move forward based on the following two assessments:
A) by a site's traffic figures, content quality, and backlink profile (assessing this within reason). If they receive a lot of traffic, produce great content, and seem to have an appreciable amount of good quality links, then the site in question is very likely "good" and "trustworthy"
B) by the the types of links that are being provided to the site in question. If a certain instance of a link is not promotional, unlike in the case of a sponsored review, then this criterion checks out
If both check out, then I would say it's safe to remove the "nofollow" tag for that particular link.
Now, thinking about things holistically, I would say that if the site does not link out to a degree that seems above-average or high, then I wouldn't worry about potentially "following" nearly all of your links again. You received the penalty because of the the nature of the linking, the specific links that you linked out to, and/or the volume of external linking.

Is there any significant benefit to creating online directory listings that only provide nofollow links to our domain? For context, whilst doing link gap analysis I've found our competitors are listed on local government directories such as getsurrey.co.uk and miltonkeynes.co.uk. Whilst these aren't seen as spam directories, it's still highly unlikely we'll receive much traffic through them. The links they provide to our domain have the nofollow tag. Is Chamber of Commerce membership a "paid" link, breaking Google's rules?
Hi guys, This drives me nuts. I hear all the time that any time value is exchanged for a link that it technically violates Google's guidelines. What about real organizations, chambers of commerce, trade groups, etc. that you are a part of that have online directories with DO-follow links. On one hand people will say these are great links with real value outside of search and great for local SEO..and on the other hand some hardliners are saying that these technically should be no-follow. Thoughts???

After Server Migration - Crawling Gets slow and Dynamic Pages wherein Content changes are not getting Updated
Hello, I have just performed doing server migration 2 days back All's well with traffic moved to new servers But somehow - it seems that w.r.t previous host that on submitting a new article - it was getting indexed in minutes. Now even after submitting page for indexing - its taking bit of time in coming to Search Engines and some pages wherein content is daily updated - despite submitting for indexing - changes are not getting reflected Site name is - http://www.mycarhelpline.com Have checked in robots, meta tags, url structure - all remains well intact. No unknown errors reports through Google webmaster Could someone advise - is it normal - due to name server and ip address change and expect to correct it automatically or am i missing something Kindly advise in . Do I need to use rel="canonical" on pages with no external links?
I know having rel="canonical" for each page on my website is not a bad practice... but how necessary is it for pages that don't have any external links pointing to them? I have my own opinions on this, to be fair - but I'd love to get a consensus before I start trying to customize which URLs have/don't have it included. Thank you.

Is this link follow or nofollow? Does it pass linkjuice?
I have been seeing conflicting opinions about how Google would treat links using 'onclick'. Links from new sites with no link juice
Hi Guys, Do backlinks from a bunch of new sites pass any value to our site? I've heard a lot from some "SEO experts" say that it is an effective link building strategy to build a bunch of new sites and link them to our main site. I highly doubt that... To me, a new site is a new site, which means it won't have any backlinks in the beginning (most likely), so a backlink from this site won't pass too much link juice. Right? In my humble opinion this is not a good strategy any more...if you build new sites for the sake of getting links. This is just wrong. But, if you do have some unique content and you want to share with others on that particular topic, then you can definitely create a blog and write content and start getting links. And over time, the domain authority will increase, then a backlink from this site will become more valuable? I am not a SEO expert myself, so I am eager to hear your thoughts. Thanks.

Multiple sites linking back with pornographic anchor text
I discovered a while ago that we had quite a number of links pointing back to one of our customer's websites. The anchor text of these links contain porn that is extremely bad. These links are originating from forums that seems to link between themselves and then throw my customers web address in there at the same time. Any thoughts on this? I'm seriously worried that this may negatively affect the site.

Increasing Internal Links But Avoiding a Link Farm
I'm looking to create a page about Widgets and all of the more specific names for Widgets we sell: ABC Brand Widgets, XYZ Brand Widgets, Big Widgets, Small Widgets, Green Widgets, Blue Widgets, etc. I'd like my Widget page to give a brief explanation about each kind of Widget with a link deeper into my site that gives more detail and allows you to purchase. The problem is I have a lot of Widgets and this could get messy: ABC Green Widgets, Small XYZ Widgets, many combinations. I can see my Widget page teetering on being a link farm if I start throwing in all of these combos. So where should I stop? How much do I do? I've read more than 100 links on a page being considered a link farm, is that a hardline number or a general guideline?
