Use webmaster tools "change of address" when doing rel=canonical

We are doing a "soft migration" of a website. (Actually it is a merger of two websites).
We are doing cross site rel=canonical tags instead of 301's for the first 60-90 days. These have been done on a page by page basis for an entire site. Google states that a "change of address" should be done in webmaster tools for a site migration with 301's. Should this also be done when we are doing this soft move?

Well, rel=canonical will technically work fine, however in this case if you are migrating the entire site (presuming you have all pages on the old domain, going somewhere on the new domain, I would essentially setup 301 redirects from the old domain to the new domain.
I don't think you should do anything in the webmaster console. Just remove all the pages from the old domain and setup 301s from old domain to new domain. Google Webmaster Console Site migration IMO is for scenarios like you have yourdomain.net and you acquire the domain yourdomain.com and want to migrate the domain from .com to .net or if you change the brand name to yourbrandname.net or so on.

Rel=canonical Weebly
My problem is with my website as it says I have duplicate page titles and contents because of a /index.html. It says the duplicate content is due to the fact that my homepage on my website is www.seacandytackle.com but it is also www.seacandytackle.com/index.html because I use weebly. How can I use the tag to fix this? It won't let me do a 301 redirect because it is a home page. How can I fix this? What code would I have to use and which url? Also it says that I have duplicate page content between http://www.seacandytackle.com/index.html and http://www.seacandytackle.comhttp://www.seacandytackle.com but I don't recall having any page that looks like http://www.seacandytackle.com http://www.seacandytackle.com from weebly. How can I fix this issue as well? Thank you for any help. Step by step implementation would be particularly helpful in using the rel= tags to fix these duplicate issues.

Using the Google Remove URL Tool to remove https pages
I have found a way to get a list of 'some' of my 180,000+ garbage URLs now, and I'm going through the tedious task of using the URL removal tool to put them in one at a time. Between that and my robots.txt file and the URL Parameters, I'm hoping to see some change each week. I have noticed when I put URL's starting with https:// in to the removal tool, it adds the http:// main URL at the front. For example, I add to the removal tool:- https://www.mydomain.com/blah.html?search_garbage_url_addition On the confirmation page, the URL actually shows as:- http://www.mydomain.com/https://www.mydomain.com/blah.html?search_garbage_url_addition I don't want to accidentally remove my main URL or cause problems. Is this the right way this should look? AND PART 2 OF MY QUESTION If you see the search description in Google for a page you want removed that says the following in the SERP results, should I still go to the trouble of putting in the removal request? www.domain.com/url.html?xsearch_... A description for this result is not available because of this site's robots.txt – learn more.

Magento Dublicate Content (Noindex and Rel"canonical")
Hi All, Just looking for some advice regarding my website on magento. We by mistake didnt enable canonical tags and noindex tags so had a big problem with dublicate content from filter pages but also have URLs to Cats as Yes so this didnt help with not having canonical tags enabled. We now have everything enabled for a few weeks now but dont see much drop in indexed pages in google. (currently 27k and we have only 5k products) My question basically is how do we speed up noindexation of dublicate content and also would you change URL to cats as No so google just now sees the url to products? (my concerns with this is would leaving it to Yes help because it will hopefully read the canonical tags on products now) Thank you in advance Michael

How much will changing IP addresses impact SEO?
So my company is upgrading its Internet bandwidth. However, apparently the vendor has said that part of the upgrade will involve changing our IP address. (Note: The site hasn't really been aggressively optimized yet - I started with the company less than two weeks ago, and just barely got FTP and CMS access yesterday - so honestly I'm not too worried about really messing up the site's optimization, since there isn't a lot to really break.)

Syndication: Link back vs. Rel Canonical
For content syndication, let's say I have the choice of (1) a link back or (2) a cross domain rel canonical to the original page, which one would you choose and why? (I'm trying to pick the best option to save dev time!) I'm also curious to know what would be the difference in SERPs between the link back & the canonical solution for the original publisher and for sydication partners? (I would prefer not having the syndication partners disappeared entirely from SERPs, I just want to make sure I'm first!) A side question: What's the difference in real life between the Google source attribution tag & the cross domain rel canonical tag? Thanks! PS: Don't know if it helps but note that we can syndicate 1 article to multiple syndication partners (It would't be impossible to see 1 article syndicated to 50 partners)
